Can a cocker come into heat cycle every 3 weeks and if so , why?

No, the heat cycles are typically six months apart.

I had a boston terrier that was forever coming into heat. Actually, she was in heat more than not. I had to spay her to stop the constant heat cycles. As for fertile all the time she was in heat, I have no idea. I didn't breed her nor ever planned on it.

It happens with some females, but it should not!!! I would consult your vet

She might be having a split season, ie she seems to be coming into season for a few days, then stops, then a week or so later it starts again. But I've not heard of that happening over and over, if she really seems to be in perpetual season I would go to the vet, could be some sort of infection going on??
