Hello!
I would get the thyroid checked. It sounds identical to a pup I had with a low thyroid. He was also diagnosed with a skin condition called pemphigus (I think I spelled correctly) and the two just caused absolute havoc on his little body.

A dermatologist would be able to help greatly. When I took my dog in, he took one look and said I know exactly what is wrong. The hair grew back on his nubbie after he was started on the right meds. This was after countless food switches and even food allergy testing with my regular vet. I learned that sometimes I need to call a spade a spade and recommend a specialist for myself rather than wait for the vet to suggest.
