I know that this belongs in the Rescue section, but thought it would get more views here for a bit before it gets moved.
There is an organization, perhaps some rescues are familiar with it, called CARA Fund. It stands for the Cocker Angel Rescue Aid Fund. It is a nonprofit organization that takes donations to assist rescued cockers get the medical procedure that it needs. It appears to work by applying for a grant by CARA for a particular dog in need.
